In early 2020, my world, like so many others, shrank to the walls of my apartment. As a disabled veteran, the isolation of the pandemic hit hard. I wasn’t just growing food; I was rebuilding a sense of capability and purpose. But the dream kept growing—literally. I outgrew the balcony. I dreamed of soil, of acreage, of a real farm.

## **CHAPTER 1: THE FIRST STEP – YOUR FARM NUMBER**

Your Farm Number is your agricultural identifier with the USDA. It’s essential for applying for loans, disaster relief, and other programs. Think of it as your farm’s social security number.

With a farm number you can apply for FSA farm loans, disaster assistance, and crop insurance as well as for conservation programs through NRCS. You will also be able to elect FSA officials to help prioritize programs in your county. If you purchased land, it might already be established with FSA and have a farm number. You do not have to own property to participate in FSA programs. If your operation is incorporated or an entity, we may need proof of your signature authority and legal ability to sign contracts with USDA.

**HOW TO GET YOUR FARM NUMBER:**

1.  **Locate Your County FSA Office:** Your application is handled by the office in the county where your farm is or will be located. https://offices.sc.egov.usda.gov/locator/app

2.  **Complete Form AD-2047:** The “Customer Data Worksheet.” It establishes you as a USDA customer.

3.  **Provide Documentation:** Be prepared with:

    *   Proof of Identity (Driver’s License, Passport).

    *   Social Security Number (SSN) or Employer Identification Number (EIN).

    *   Documentation of control of the land (deed, lease agreement, purchase contract).

## **CHAPTER 2: FSA FARM LOAN PROGRAMS – THE FINANCIAL ARSENAL**

The FSA is a significant lender in American agriculture. According to the agency’s data, **in a recent fiscal year, FSA provided over $7.5 billion in farm loan assistance.** This includes direct loans from the government and guarantees for loans made by banks. Here is a breakdown of the key loan programs, their purposes, and limits.

### **A. Farm Ownership Loans**

**Purpose:** To purchase, expand, or improve a farm or ranch.

**2. FARM OWNERSHIP DOWN PAYMENT LOAN**

*   **Use It For:** Purchasing a farm. The FSA finances up to 50% of the purchase price. You provide a minimum 5% down payment, and the remaining balance is financed by a seller or commercial lender.

*   **Loan Limit:** **$300,000** (from FSA).

**3. GUARANTEED FARM OWNERSHIP LOAN**

*   **The Loan:** The FSA guarantees a loan made by a traditional lender (e.g., a bank), reducing the lender’s risk.

*   **Use It For:** Same as the direct ownership loan.

*   **Loan Limit:** The FSA can guarantee up to **$3,284,000** (adjusted annually). The guarantee covers up to 95% of any loss for the lender.

*   **The Jacobs Agro Insight:** If you have a relationship with a bank but need a boost, this program makes your application much more attractive to them.

### **B. OPERATING LOANS**

**Purpose:** To cover the day-to-day costs of running a farm. Operating loans represent a major portion of FSA’s portfolio, providing essential annual cash flow to thousands of farms.

**1. DIRECT OPERATING LOAN**

*   **The Loan:** Direct funds from the FSA for annual operating expenses.

*   **Use It For:** Livestock, feed, seed, fertilizer, fuel, equipment repairs, and even family living expenses.

*   **Loan Limit:** **$400,000**

**2. GUARANTEED OPERATING LOAN**

### **C. SPECIALIZED & EMERGENCY LOANS**

**1. Emergency Loan (EM)**

*   **Purpose:** To help producers recover from physical and production losses in counties declared disaster areas.

*   **Loan Limit:** Generally up to **$500,000**.

**2. MICROLOAN**

*   **Purpose:** Simplified, accessible loans for small, beginning, niche, and non-traditional operations (like my balcony farm was!).

*   **Use It For:** Small-scale ownership or operating needs—hoop houses, a few animals, essential tools.

*   **Loan Limit:** **$50,000**

*   **The Jacobs Agro Insight:** Don’t overlook this. A microloan can be a perfect stepping stone to prove your concept and build credit for a larger loan later.

Receive Loan Decision by mail.

Security verified (FSA will assess the value of your assets or have an appraisal done)

Loan closing. 

Receive the money.

Loan servicing. 

Grow your operation.
