SEVERAL high-level officials of the People’s Progressive Party (PPP), including former Prime Minister Samuel Hinds, have been interrogated by the Special Organised Crime Unit (SOCU) as that body ramps up its investigation into allegations of fraud committed by the National Industrial and Commercial Investments Limited (NICIL).
Gail Teixeira, said: “Myself along with party members Nigel Dharamlall, Irfaan Ali and the former Prime Minister, Samuel Hinds, were on separate occasions approached by ranks of the SOCU and summoned on separate occasions, to be questioned on issues surrounding the audit.”

Nigel Dharamlall was CEO of Carifesta 2008 and sat on the board of NICIL for a number of years.

Inflated accounts and false statements were the major findings of the audit into the Carifesta spending.
Seven years after calls began for an audit to be done on the 2008 Carifesta X, an audit commissioned by the coalition Government has been done by John H. Barnes. The document was submitted to the Ministry of Finance on September 3, 2015.
The document revealed that there were several cases of inaccurate recording of information pertaining to the festival. For example, the payee Eze Rockcliffe received a payment voucher of $480,000 while the cash book shows that payment was made to him for $970,000.

Guyana’s Audit Office and even the former Ministry of Amerindian Affairs (renamed the Ministry of Indigenous Peoples’ Affairs) are yet to see a single piece of evidence to support the proper spending of over $100M on certain eco-tourism projects.

Permanent Secretary (PS) of the Ministry of Indigenous Peoples Affairs, Vibert Arthur Welch, has revealed that the department responsible for overseeing the affairs of Guyana’s first people is currently without an assets database.
As such, Welch said that it is unclear how the Department, formerly known as the Ministry of Amerindian Affairs was keeping records within the past 23 years.
